I have a rawhide white-tailed deer pelt, there are four small holes on the back near where the tail was.

I'm not too good at preparing skins, but I got all of the meat and fat off without cutting down to the hairs.
Some blood did soak into the skin near the neck and shoulder.

Be really vague on custom forms. Works for me all the time. Never had anything confiscated,  inspected thoroughly just not confiscated

that's nothing I succesfully sent green foliage to california (vacpacked bay leaves from our bay tree).
As long as you don't tell them and the parcel isn't inherently suspicious - there's no reason for customs to ever open it
