The point of these is to be a stone substitute, that can be used to throw at hard surfaces without causing damage. Because of their weight and density, they facilitate accurate slinging.
What is a 'sap'? all I can find under that name is the weighted beavertail slapping thing. As a ball on it's own
I don't see how it could be considered anything different (under the law) to something like a medicine ball. They are both rubber balls filled with sand or metal shot. (albeit one is substantially bigger than the other)
Oh and these balls don't ricochet either like rusty balls, and they are not deformed when you go to pick them up.
