Simplest way to make a manriki is to attach a couple master locks to a dog chain. If you're accosted by the cops - yes, in certain places carrying martial arts weapons is illegal - you can just say it's your bike lock. The length of the manriki is dependant upon the person who it belongs to. With one of the weights in your hand, your arm out straight, the far end of the other weight should just reach your shoulder socket - this way you won't nail yourself in the head if you jack up and it pops back at you. At least, that's the way I learned it.
