A better hole punch would be this swedge.  It's graduated so you can make any sized hole you wish:

Get a pair of greens and a pair of reds...when you're at the store take note of the yellows, they appear to do the work of the greens and reds. I promise you, they do no such thing. Take it from a professional, save yourself the money and the headache and leave them at the store. Also, if you do buy snips, NEVER use them to cut wire. Nothing is as frustrating as trying to make a nice clean cut in a piece of tin with a nicked up pair of snips.

err, at the store I ended up getting a piece of steel, sheet steel. The gauge is 16. I'm not sure what type of steel it is, but I doubt if it's high carbon steel that can take a temper and what not. That said, it's harder than aluminum. Can I get away with a punch still?  
 
Ratman, can you tell me what that punch is? I'll check it out the next time I'm at home depot.

I was trying like heck to remember the name.  I believe it's called a swedge.  I used it in air conditioning and refrigeration work a very long time ago to widen tubing.  It's an amazingly handy tool that you'll find endless uses for.  Home Depot should have it but it might be good to bring a picture.  I'm only half sure of the name.

It is a swedge,  I've never seen them at home depot, but I know harbor freight has them.
 
That being said, you aren't going to be able to punch holes in 16 gauge steel unless you use a hydraulic punch press or some sort of firearm.  Drill baby drill.

But you will need a punch to make a dimple or your drill bit will wander all over the place.
