Actually, it isn't. That isn't an orbital satellite, and it accelerated on its own power to build up most of that speed. Granted, said own power involved solar panels, but hey, most everything on Earth is powered by solar energy once you trace the source back far enough. It also used gravity wells for a few sling shot maneuvers, which is still very different than falling in a vacuum.
More than "not an orbital satellite", it has been well outside the solar system for a while now.
