I am guessing somesort of water reistant vegtable fiber.........but this is strictly a guess

I have heard about the use of horse tail hair for this, well into the 1900s.  Human hair was propably used, too.  And stinging nettle fiber, I guess.

woven horsehair, Horses tails and manes would have been used.

Althoug in the 1600's you had cotton and silk.
The best fishing line would obviously have been made from braided silk.

Silken thread and cord has been around europe since the middle ages.

If you can find a copy of izaak waltons - the compleate angler it will undoubtably tell you in there.

Other common fibers used for cordage were hemp and flax, both used extensively for bowstrings.      
A quick Google of "medieval fishing" yielded several sites; seems hemp and nettle were used to furnish fibers for fish lines.   Alas, such things do not survive well....

There are plenty of illustrations of primitive fish-hooks, weights, devices like primitive reels, etc.
