You can use a sand filled sock, or pea filled sock.
I use a sock with a sock inside. Her's a link where I explained how to make it.

I've been wondering this problem myself. My friend and I are starting to "fight" with slings. Sofar we've used tennis balls and raquetballs (both sting, but are pretty light). I was going to fill a tennis ball with rice or beans, but havn't got a chance to test it out yet.

I recommend not using the sand glands version inside... for obvious reasons, especially if you have carpet...

Used tennis balls are readily available from tennis clubs where they throw them out by the dozens.  Problem is that tennis balls are just 2oz weight, ....which gives them a poor feel in the sling.   You can inject them with water or wrap them with duct tape to bring them to (say) 3oz or more.   At that weight they make great practice ammo, ...heavy enough to give a good feel in the sling, "fluffy" enough not to go too far.  Big enough to find again.  BTW, I puncture them to reduce bounce.

BUT at that weight they pack a real wallop when they hit anything at close range, so they probably should not be used against anything living, unless you intend to do permanent damage.

NOTE:  At digs there have been uncovered ancient glandes weighing an ounce or less.   I dont think anybody here has yet figured out how to pitch these light weights though.  I've tried, but with very poor results.  Big advantage to pitching light weights because a lot more shots per pound of ammo carried in the bag.

I took another tennis ball made a small slice. Stuffed in about three ounces of lead. Now this I like. The bounce was killed, the weight was nice. makes good park ammo

Blu-tack works well on its own, though it gets grubby.

I have tried Play-Dough, it disintegrates hilariously on launch.

I made a little slit in a tennis ball, ...large enough to poke the point of a small funnel through, then weighed out 1oz of BBs, and put them in the tennis ball.  Finally, glued the little slit shut with Gorilla Glue.  I think this will work great for indoor basketball court practice.   Also, the BBs really kill the rebound, .....makes the ball sort of like a beanbag.
