what kind of target would you use/make for accuracy training at sea/beach .

it needs to be cheap ,retrievable, durable.

any ideas?

I'd make a buoy .One that has a floater, that survives impacts. Maybe a 5 Liter  bottle, with a stone tied to it. I'd throw that in the water, then start slinging at it. Nice splashes on the water. Generally safer to sling into the water, than on the beach..

On the beach probably an orange parking cone. Very durable. If you need more of a challenge you can put a tennis ball on the top end of the cone.

On the water anything that will float and take multiple hits without hurting it. Tie a rope to it and youre good to go.
